Cant create a facebook add without fb SDK integration?

Cant create a facebook add without fb SDK integration?
Is there any way to do app installation campaign without Facebook SDK integration of that specific app??
I can't proceed with my campaign, due to the above mentioned error. I have created developer account and app setup but still can't find a solution. Right now we can't integrate SDK as it requires app updation!!!
