Ideas are cheap, execution is expensive.

2 ideas to help with this.

1. Have a company that takes idea flow and has ready to go teams to execute for a slice of the pie.

2. Have a marketplace for ideas and teams to match and partner up. A bit harder to monetize maybe.

Despite being a developer myself (or maybe because of it), I struggle to actually get to the point where I am ready to launch, when I was working with a team, I found it a lot easier, just to get a clear path in some cases.
