Added UI overlay for onboarding new users

Onboarding is live.

A few people told me they didn't realize they could vote Exciting or Concerning on stories. That's literally the whole point of the site, so clearly something needed to change.

Built a short guided tour that walks new visitors through the feed — how to browse articles, filter by category and sentiment, and vote on what they find exciting or concerning about AI.
