Typically I use Linkedin Sales Nav to find anyone who has been PM or Senior PM at companies in fintech (our vertical) for companies with products that I respect, or generally for companies with products I respect outside of our vertical (such as Lyft). I then reach out to them over LinkedIn. I'm also a part of the product school slack group and others (including this group).

Hey Henry - I'm a PM and have hired PMs. I'd first tap into your own network and see if there's anyone that can make a recommendation. That way, you're starting with some level of how they might perform and that person may have more accountability to not look bad from being referred.
It really comes down to what you need to support your business, but here are some perspectives on things I've learned:
Your involvement. How hands-on do you want to be? Do you love product? Working with designers and developers? This leads into the next area.
New PM vs. Experience: I've hired newbie PMs and experienced PMs. I'd personally go the experienced route IF you are trying to hand off responsibility, as they'll come with processes and know-how of where to go next without needing you to handhold them. If you want to still oversee the product then I'd hire a newbie but ensure they understand the development cycle and are able to communicate clearly with designers and developers.
Having prior industry experience. Are you in a complicated industry? If so, I'd find someone who has at least some working knowledge of that industry. Alternatively, you find someone who you can get a sense that they are hungry and willing to learn. What you're ultimately looking for is someone who can listen, understand and interpret the right customer problems to solve and identify the outcomes the customers are looking to achieve.
