Outsourcing works when you can hand off a clearly scoped task with measurable output. Hiring works when you need someone in your decision loop. Both require you to have your own house in order - knowing which projects are active, what the revenue per client looks like, where decisions are being made.
The founders who struggle with both usually lack a clear ops layer. They end up micromanaging contractors because they can't articulate what done looks like, and hiring just makes that more expensive.
