Develop for me or for users?

I've been working on the same project for a pretty long time and I've always run into the issue of not releasing anything.

The tool works for me but isn't ready for users.

I'm torn between 2 choices.

1. Develop the tool http://time-creator.com for myself and when ready make it available for users.
2. Develop both a version for myself and one that I can get users.

For the first issue that is basically what I've always done and I've never released anything.

But for the second issue I'm concerned with the amount of extra-time it takes to productise a system which seems to be 80% of the effort.

Any advice or experience on this issue would be appreciated.

I'm leaning towards 1.5 which is mostly develop it for myself but take checkpoints where I can get some feedback. 80% for me and 20% to create a sellable product.
