What type of tool? Are there particular features you're looking for or aspects you're struggling with?
There's a company called Lemlist that allows you to create emails with personalized images. I haven't personally used it, but some of the examples I've seen are pretty cool.
https://quickmail.io/ is the best.
We don't really do cold email anymore, but when we were an agency we did and I tried a fair share of email software. Quickmail has the best deliverability https://blog.hubspot.com/marketing/email-delivery-deliverability rates by far. And it's pretty cheap by comparison.
