Facebook Ads. Ended before it started!

I wanted to start an Ad program with Facebook. As I was about to publish my first ad I was prompted that my ad account was being disabled and prohibited from running ads.

Following various buttons, I got to the Meta Account Quality page, which informed me that the reason my ad account is disabled is because there isn't enough 'feedback'. Reading further, it says that this restriction is only applicable to e-commerce businesses or company's selling directly through Facebook (according to fb's policy). So I requested a review of my page (there's a button for this) and then was prompted that I can only request a review if I have an active ad campaign running! WTF

What is this maze? Anyone been through this and got out?
