Helping people outsource work online more effectively

I’m setting up a services company that aims to help people who are outsourcing work online (“employers”). Currently, most employers just get on an online site like upwork.com / freelancer.com and post a brief description about what they are looking for. Very frequently, the specification document is very basic which leads to various disagreements between the two parties. The project ends up taking more time and costing more as well.

What we provide:
(i) Documenting the requirements clearly as explained by the employer.
(ii) Estimating approx project costs (what would be a fair market rate).
(iii) Identification of the right freelancer to award the project to.

Questions:

1. I’ve setup a landing page at: https://thefreelancingassistant.dreamhosters.com – any thoughts on whether the page effectively communicates what I’m trying to do?
2. When I thought of this venture, I was focused on "low USD value" project employers, but after talking with several folks, a common suggestion is to target entrepreneurs who are getting larger projects done online. Does that make sense? How do I effectively reach out to such prospective clients? Note that our service is to provide a written specifications document, not manage the project itself.
3. Another repeated comment was – why am I not offering the development services myself? My response to that is that I did not want to get into the ongoing services space, but remain a neutral third-party by creating this document and the work being considered complete.
4. How should I structure the pricing? Currently I’m planning to do so on basis of approximate project value, with leeway when the project value is more than $1000. I wasn’t thinking of doing this on an hourly basis – that might give a negative impression to clients (ie, prospective customers may feel that we’re billing them additional hours). Is there a better way to structure the pricing?
5. What would be the right price point? Right now there would be only me working on this. Once there is some traction, I will be involving 2-3 others (with similar skillsets) on a part-time basis.
