Your positioning is already good, the deposit story and "cites your state's specific laws" are exactly right, so let me go straight at your real question, the 97% checkout abandonment, because the number tells the story. 32% generate a letter and 97% do not pay, which almost always means one thing: your free preview is giving away the value. If the preview shows the finished letter, or enough of it to screenshot and retype, the person already got what they came for before the ask. So gate the deliverable, not the idea: let the preview prove it is real, show the header, the opening line, and the actual statutes it cites, then blur or lock the full body and sell the formatted, ready-to-send PDF and Word file as the thing they pay for.
Second, $2.99 is quietly working against you. In legal, a price that low reads as "probably not real," and it is absurdly small next to what the letter recovers, a deposit worth hundreds or thousands. Anchor the price to the stakes, not the effort: "recover your $1,500 deposit for $12" converts better than "$2.99 to download," because it reframes the spend as an investment with a return. And ask for the money the second the letter feels good, with one-tap payment, Apple Pay or Google Pay, because entering full card details for a few dollars on a brand-new legal site is its own abandonment.
One structural note: at 150 visitors and 1 customer, you have a volume problem stacked on the checkout leak, and the two need different fixes. Fix the preview-and-price leak first, because it is free and it is losing you the people who already raised their hand, then pour the distribution effort in behind a checkout that actually converts. One question to test this week: if you truncate the preview and 3x the price, does your paid conversion go up? I would bet it does.
