My team and I are going round and round on whether or not to commit a big chunk of budget to contracting an agency to handle SEO content creation & manage our PPC campaigns -- or, should we hire a content writer in-house and sign up for a tool like semrush.com and get more content for the same price as paying an agency.
I guess the burning question is: Is there that much magic with content creation and SEO that it's justified in hiring an agency?
Background: We're all software engineers and have pretty good understanding of GA, keywords, backlinks and organic ranking.
I will suggest going for the in-house team setup and hiring the person who knows SEO and see content as the problem solver rather than just the content writing.
There is a couple of reason-
Agency tells you the outcome, the in-house team tells you the process.
Thanks for this input. I agree - we know our customers better than the agency. The biggest struggle is the time commitment managing the in-house team. It's starting to look like it's a necessity, though.

Yes - we are searching for either a combination of SEO agency and social media marketing experts or mix-and-max vendors. We want to hit 2022 hard with marketing but have not found a good fit that we feel comfortable spending budget on - too much smoke and mirrors with the SEO agencies these days.
