My personal way for such, not really high-paying jobs is to hire 10 people on Upwork to write something small, check out the result, and choose the best. It's not that expensive and saves a lot of time. One huge hint - if the person you are hiring interested in the topic that's a huge plus.
It's consuming a lot of time to find the right person. I just want to find a few good writers for small tasks like refining my app listing page
"Just want to find a good writer" sounds so simple. But in reality they hard to come by :) So from my experience, this way is the fastest. I'm not saying doing this one by one but in parallel. 10 people writing at the same time and then you compare results.

Depends on your requirements. But never saw anyone who could actually write something more or less useful in English below 15$/h.
One approach is to find a reasonably good writer, with either subject matter expertise , or general industry knowledge then hire a copyeditor to clean up, amp up your writer's work.
