Depends on which role you are looking for. But the most common methods are reaching out to your network and asking if they know any suitable person for the position. Or proposing the position to workers of other company’s because then you know that they have some type of capabilities because they haven’t been fired. This method does require a good offer to the worker otherwise the won’t even come to the interview.
