How to Build Medium-like Web App With A Few Changes?

Hi guys,

I want to build a Medium clone web app, but it shouldn't be exactly a clone. It should have a few changes.

I want to offer content writers a way to tell their story and share their best work as a portfolio.

I would like to pay writers per story or per view.

What do you think about it? Let me know how I can build such a web app (I don't have coding skills at all and I don't have tons of money to hire a top notch developer). What should I do?
