How to create fancy web interfaces

Hi, I usually check the new projects on PH every week, and I'm really impressed about the cool interfaces that those websites have. I'm a back end enginner who wants to start making his own projects, but i don't know where i can find those cool, fancy, simple and modern Html & Css components to build a nice interface.
