How to facilitate database access control?

Hello fellow hackers,

I've got a product idea that I wanted to share and understand what flaws you can point to me.

Organizations are storing more and more data, and most of it is spread throughout several databases and systems, due to the large variety on applications being adopted as well. Providing the right data access to each employee can be a nightmare when permissions need to be given for each application, or for each database.

What do you think of a centralized platform to control all data access and is easy enough to be operated by business users?

Business users would be able to provide access to data they own, without having the bureaucracy of going through IT to set this up. Of course, such platform would also count on audit tools and custom users and role policies management.

In practice, this platform would behave like a middleware between applications and data sources. All of this through a web application (maybe expand to on-premise deploy in future releases).

My question is: does it make sense to you? What are we missing here?
