I want to spend about $3k over about 6 months to try market/sell my new chrome extension, which is basically a type of tab manager.
And I want to do almost none of it myself.
How should I spend it?

This is simply unrealistic. Any worthwhile, full time marketing consultant won't take a one off $600 job.
Before you start pouring any money into marketing, it would be prudent for you to determine whether you have built a valuable product. If you cannot grab at least a handful of customers or users without spending $3,000 on marketing efforts, it's highly probable the product is simply not compelling.
If you do have customers, attempt to identify a customer archetype. Based on your results, you will likely be able to identify a number of channels suitable for reaching your ideal customer. Only then should you think about spending anything on marketing.
