Idea Validation - Hire Dev Talent based on portfolio

I have an idea to build a hiring platform based on the developer's portfolio, where recruiters will have insights on real-world projects, not just text-based resume.

Basic features:

• Developers will upload their primary information with project cards on the profile.
  (Links, Presentation, Code)
• Recruiters will search the portfolio on targeted technologies tags such as 'Frontend, Backend, React, Laravel'.

I am not sure something like this already exists.

Interested to hear some feedback and thoughts.
