Mobile number for sales databases?

Guys, some help here. I have run across a few data providers like uplead.com and lusha.com.

They just started provided mobile contact numbers for most of their database.
How is that even possible? How can you find mobile numbers for a 50 million persons?

Is this magic, I suspect they are buying it from someone?
