It should be great to talk to potential readers in advance to narrow down your niche and write about the topics they are REALLY interested in.
But how? People hate surveys, need an alternative 🤔
So I see these two possible options to check out as a solution:
Just release the issue #0 and cold email people (50 email list from my current business). Check the open-rate, continue issue #1, #2... and just observe the trends/rates: the problem with this option it takes longer time, and still no direct engagement with the readers;
Send both issue #0 and the survey to know their interested topics better: the problem with this solution, having multiple CTAs (subscribe and take part in the survey) which are annoying for sure.

I don't think people hate surveys. I think people hate surveys that don't interest them (ie business or financial) but LOVE answering social surveys on facebook (What kind of gangster are you? Take this personality quiz, etc).
If it's about stuff people don't like, you need to entice them with a chance to win something, like an Amazon gift card.
