Pitching a life-critical accessibility tool: How would you approach B2B channel partners?

Hey everyone,

We are preparing the outbound strategy for Uvilox AI (https://uvilox-aiwebsite.pages.dev/). We are building an AI calling system and real-time sign language interpreter that allows the deaf and non-verbal communities to communicate directly with emergency services and healthcare providers without needing human relay operators.

Because this is a life-critical, medical-adjacent product, our outreach isn't a standard B2B SaaS play. We are targeting high-stakes decision-makers: healthcare networks, emergency dispatch operators, and insurance compliance officers.

The Challenge: Cold emailing hospital executives or government public safety offices with a standard "Save time using AI" script is a fast track to the spam folder. We need to lead with compliance (HIPAA/GDPR), security (AES-256), and massive legal accessibility mandates.

My questions for the sales and outbound pros here:

When your buyer persona is a highly risk-averse executive (like a hospital administrator), what is the best hook? Do we focus on reducing compliance liability, or optimizing patient communication?

For complex B2B tech like this, is cold email effective, or should we strictly focus on LinkedIn professional networking and industry-specific compliance conferences?
