I am currently working on Prepnd.
The concept is to help to teams and managers to make effortless: goals definition, monitoring so that they can achieve better results.
The idea is based on my experience as a manager.
My plan is to write down articles that I am planning to publish on Medium and also use Twitter.
I want to do that before start any code (even if I can wait).

Hey there, it looks like you're taking the lean approach which is great!
I believe even Instagram used a tweet to see if there's any demand before building anything and countless others have done similar things so this is a great way to get started and also have some potential customers with you.
My only suggestion, if you've not already done so would be to identify the key problems that people face (use google trends or keyword planner to look at it's volume) and share it's solutions based on your experiences plus add a small CTA to have them sign up to your newsletter for more such solutions could help you build a good list of potential audience.

The main problem with performance reviews / one-on-one meetings is the lake of consistency, managers might not have time to write down comments, it is an obscure process for everyone, taking time to collect numbers etc.
