Pricing solution for chat bot

I want to build a chat bot, I want to charge the users based on how many messages they sent !

Is there a Stripe API for this use case ?
Let say the user sent 20 questions and one question cost 0.02 EUR, at the end of the month I want to charge him/her by 0.4 EUR
