Pricing Strategy for Launch

I've been tossing around a few ideas for the pricing structure of my job board upon launch. Would be great to get some input on this from the community.

First, some background. I'm building a job board with a focus on jobs in rural areas of Scotland - with remote, hybrid, on-site, and roaming jobs - a curated content around the amazing places to live in Scotland.

Job boards have a chicken-and-egg problem - you need job posts to get traffic, and traffic to get job posts. Charging to post a job at the start is tough as a result. So I've been thinking about how to address this.

Option 1: Allow businesses to post for FREE. This is the simplest solution, has the lowest barrier, and probably would generate the most job posts.

Option 2: Show the normal pricing structure, and offer a huge discount, like 99% OFF. This would introduce a payment step which is a small barrier.

Ex: If I plan to charge £45 per job post, businesses would pay £0.45 at launch.

Option 1 reduces the perceived value of the offering, and has the lowest barrier to adoption.

Option 2 gives value to the service, allows me to test the payment system at scale, and roll back the discounts as the service gains traction. But introduces an extra step in the checkout process which would reduce conversion. From a business's perspective, they could purchase a 1-year job post (~£12 with the 99% discount) - which could have a great ROI 9-12 months from now when the site is generating traffic.

Thoughts? Terrible idea? Would you do it? Would you pay it?
