I would be wary of trading backlinks. If Google sees or suspects this, then websites can be penalized in rankings.

If done appropriately, then yes it probably won't hurt and might help. As with many things in SEO, it's a little subjective and up to Google at the end of the day.

There are some platforms like this out there, although if by trading you mean an exchange of backlinks, ie. link exchanges, then I don't know of any like that, and Google has said things about that in the past. So, if your proposition is you link to me, I link to you, then there needs to be some relevance one way or both ways. Even then, link exchanges only work in certain situations, Partner pages, same local geographic location, servicing of the same audience due to some vertical symbiosis. Beyond that it's fishy, too risky, I'd stay away from it.
When it comes to platforms already out there that are not link exchanges, then there is Bazoom, iCopyify, Link Builders, few others, typically you would be looking at either link insertion in an existing article, or the production of a new article with the required backlink.
As for Google penalizing due to questionable backlinks; Google will make a big song and dance infrequently with much fanfare, like it has done over the years, and then you'll check out the backlink profile of competitors, and wonder when the next infrequent dance will be. But even the frequent Google updates can be quite damaging. It's obviously no way to setup foundations for a business that has a long-term goal.
Typically Google will just ignore dodgy backlinks, as it can't prove you did it, and not your competitor. Unless the scope and scale of the operation is relatively large, and unfocused in the backlink building.
However, what Google says, and what it actually does, doesn't always match, which is annoying for the people who do adhere to the guidelines as if it is gospel.
As long as the links make sense in some way, between content, between brands, then there shouldn't be a problem. But it should be one way backlinking, not 2-way, not link exchanging.

Just to second stevenkkim, based on my experience stakeholders who have a brand blog for SEO are very afraid of being penalized by Google, as that would make their entire business go down. That being said you're target market might not be such companies.
