Should CTOs always be technical?

One would assume CTOs are always technical. This surely isn't true in practice. Engineering management positions – we don't even need to go as high as C suite – frequently are taken by non-technical people.

While they can be great at managing people, important competencies are in doubt: ability for technical decision-making, passion for technology, commanding respect of engineers and sense of quality for systems as well as recruiting.
