Strategy for fundraising

Hi all, I'm a co-founder of a B2C SaaS/mobile app. Now we are looking for an investment for marketing, and I'm struggling to define a strategy for fundraising. I send applications to accelerators and potential investors, so far without any feedback. How do I understand that I'm going in the right direction with it, that my chances to raise funds are higher with each next try?

I'm afraid my attempts are too chaotic now, and I want to have a step-by-step roadmap.
