Webhook Design: Account or User Level?

I have an engineering / system design question:

For Paperless.io, we're currently developing the ability for users to use webhooks. Now, should we allow each individual user to create webhooks on a user level or should we design it so it's on an organisational/account level?

I see more and more organisations moving away from account level and more towards the user level.
