What "Quality" software development looks like?

The TDD crowd e.g. Robert C. Martin has been saying that for years.
When you say the "TDD crowd has been saying that for years" do you mean from the point of view dev in general (code, process, architecture, automation etc) or specifically in regards to testing. Although I suppose the principle stands regardless.
Do you have any recommendations on where I can learn more about on the topic?
