Where can I buy leads?

Hello everyone,

I'm a co-owner of an out-sourcing web development & design company, and I would like to find someone who could sell me leads or something where I can buy leads or projects where my team can participate in web development. Now it's so difficult for small start-ups even to get advice, but I don't lose hope :D
