Stripe Atlas, Clerky, and Startup School all recommend incorporating in Delaware in order to make it easy for VCs to invest in your company. They also claim that it is helpful to be incorporated in the country that you will do most of your business within.
I'm setting up Stripe and I need to make a decision about where to incorporate. In my case, most of my sales will be to the USA, but I will live in Canada.
How does one decide?

It depends on your priorities. When I incorporated my first startup I wanted to minimize taxes and workforce costs. I didn't care about investments and I didn't need highly qualified people. I doubt that there is a "best place to incorporate".
and where is that?
