I love this quote. When I think about working smarter, instead of harder, I always return to the concept of Dependency Graphs. So many tasks that seem enormous at first (for instance, "Learning a new technology and building something with it") are actually made of a lot of smaller interdependent tasks.
I find if I can break big projects into into discrete tasks and determine which tasks depend on which other tasks (build a dependency graph), I feel like I'm on the right track to working intelligently towards my goal.
Maybe this is just another way of saying "Measure twice, cut once". Great quote!
