Raw count. The matcher loosens the longer you wait until it pairs whoever's online, so with a handful of people any two end up talking anyway. I'd love to have the mix problem, that would mean there's a queue to be picky about.
That makes sense. In that case, raw user density is the real constraint before matching quality can become the bigger problem.

The liquidity problem is probably more fundamental than the matching itself.
Curious whether the current bottleneck is getting enough people online at once, or getting the right mix of people online at once.
